Oakland Military Base – In 2012, Revive Oakland!, a coalition of 30 organizations, including residents, nonprofits, businesses, and workers, created an employment policy for the once-abandoned base that had been turned into a high-tech shopping and logistics complex for $800 million. The agreement guaranteed living wages for all workers, required that 50 percent of construction and permanent jobs be held by Oakland residents, and that ex-offenders be eligible for employment. And for the time being in the country, the agreement restricted the use of temporary employment agencies. CAAs promote the core values of inclusion and accountability. CbA promotes inclusion by providing a mechanism to ensure that a wide range of community concerns are heard and addressed. They promote accountability by ensuring that promises from developers, local governments or other project advocates are made specific, legally binding and enforceable by the community. Kingsbridge Armory, New York – In 2013, the Kingsbridge Armory Redevelopment Alliance, a coalition of several Bronx community groups, signed an agreement with the developer of the Kingsbridge National Ice Center to convert a former military armory into a hockey sports complex. [22] CAAs work best for large development projects in urban areas where there is a broad community coalition and where the proponent wishes to obtain community support to obtain public grants and/or approval for a proposed project. Municipal representatives are in a stronger negotiating position if the city shares the political objectives of the municipal coalition and promotes the creation of an ABC. Community groups should consider how each provision of a CBA is monitored and enforced. While financial obligations and other one-time benefits are fairly easy to monitor, other commitments from developers and tenants, such as salaries. It is important for these communities to know how CAAs can help protect and serve their development planning interests, and to understand the elements that make a CBA successful. The following case study from the Kingsbridge National Ice Centre shows that CAAs can and do so when the coalitions involved represent different community perspectives and when these coalitions can be held accountable by the wider community itself. [1] The consensus among the parties concerned showed that KARA effectively represented the interests of local residents in order to share the economic benefits of the renovation of the armoury. It took a lot of time and effort — 17 years of community organizing and dozens of hours of legal assistance from municipal economic development lawyers on the coalition side and an equal amount of work from developers — to come up with an CBA. The application of the conditions over the next 99 years (the duration of the agreement) also requires constant and continuous effort and work. Overall, the involvement of a community coalition in decisions on the distribution of economic benefits among community stakeholders is very powerful. Given the representativeness of the coalition – 25 organizations were signatories – the CBA has the potential to help future generations of Bronx residents.
