There is a service agreement between the Ministry of Health and each hospital and health service (HHS) for the provision of public health services. Following Queensland`s agreement to participate in national health reform in 2011, an Australian health agreement was signed that required the creation of local hospital networks that would be funded directly by the Commonwealth. [18] [19] In May 2012, Lawrence Springborg proposed legislation to formalize the transformation of health districts created as part of the 2005 restructuring into independent local health hospitals and services (HHS). [20] Under the new agreements, HHS each has its own board of directors that manages and oversees HHS`s operations. [21] Committees are accountable to the Minister of Health and a “system manager” [22] has been established to oversee and support each of the services. These amendments came into force on July 1, 2012. Health and hospital services are independent statutory bodies responsible for the provision of public health services in their fields. Each HHS is managed by a hospital and a health department and managed by a general manager of the health service. The Service Agreement defines the health, teaching, research and other services to be provided by HHS and the means to be made available to HHS for the provision of those services. It also defines the results to be achieved by the HHS and how its performance is measured. The current service contract covers the period from 1 July 2019 to 30 June 2022. Any changes made to the Service Agreement during this period will be documented in an Act of Amendment. Queensland Health was restructured from 38 “health districts” to 20 by the end of 2005. Especially in urban areas, there have been a number of groupings with the formation of the “Northside” and “Southside” districts.
